Conditional Format Rows in Reports?

We are creating a division report that shows all the projects their departments are supporting. Within the table, we have information grouped by name, portfolio, and then project. I know how to conditionally format a column in report, but is there a way to apply conditional formatting on a row? It would be great if each portfolio name row could be a different color to make the report easier to digest.

The conditional formatting works on a vertical column basis and not horizontal row basis.

You could add to each column conditional formatting a rule that makes reference to a particular ‘portfolio’ to mark it differently than those cells on another portfolio - I’m just afraid that this would be too much of an overhead and difficult to maintain in the long run.
