Error: Reference not Found - When re-importing a project schedule

I exported a project schedule into excel to make edits and am now trying to re-import it. 

I am getting an error: reference not found when trying to re-import the schedule. 

The error is happening on a user that is now Inactive. 

I cannot re-assign tasks where hours have already been submitted by the User. 

Has anyone else had this problem and how did you address it?
