Custom object by default will not have any panel.
i have used action item option to configure as per business logic. But is it possible to save custom object as a template?

Custom objects are not available for use in templates yet.
We are now releasing the capability to include NLR time-phased data in templates.
Custom objects will need to be looked at next - I cannot say however when this can be expected.
Please follow the updates through our release notes in CSC.
