Is it possible to increase the capacity of the text fields to allow for the entry of text longer than 2,000 characters?

The text limit on text fields (text, text area and rich text) can’t be changed.
On work items, cases, portfolios and customers you can use the Overview fields; these are special field types that allow up to 32000 characters and include pasting images, using formatting, etc. See this CSC link for more detail including limitations in Overview field use.
