I need to migrate some new workflow rules created at a Case level across environments. The Migrate and Deploy doesn’t seem to detect any workflow rules created at a Case level.
Is it like this for anyone else?

This happens for me too. I submitted a ticket for Planview Support a couple of months ago and their last response was “Tier 3 has now involved Development for deeper investigation. We will update you once the investigation has concluded and we have an action plan for the next steps.”
+1Yes, I’ve noticed this too and my work-around is to create application/cap files when the Case rules don’t show up in Migrate and Deploy.
