Appreciate any advice on how Admin’s can set a percentage on a resource’s available capacity. For example, for Managers, we’d like to indicate that their available capacity for Billable work is 50% of their calculated capacity, so that when reporting Billability, it only takes their Billable Time / 50% of their capacity?

Capacity is defined by the user’s applicable Calendar settings. To define how much of the capacity shall be made available for billable work you would need to define ‘default members availability for new projects’ from the user’s calendar settings:
