Just to be sure and to avoid any confusion, I'd like to start by asking which particular Planview product you're enquiring about.

If you're referring to Planview AdaptiveWork, I believe there isn't a history view of resource forecasts available to regular users. Only administrators have access to the change history, where they can see:

• Who made changes
• What the previous values were
• What the new values are

If you need to determine who first entered a forecast for a particular resource and when, you will likely need to request this information from your system administrator.

Yes, you can do that in Portfolios- 

Here are the step-by-step instructions to view historical resource forecast entries and changes in Planview Portfolios

1. Start by going to the Resources menu
2. Click on the relevant portfolio you want to examine
3. Click "Portfolio View"
4. Look for the Resource Utilization Histogram tile - this will display a graph showing resource utilization over time for your selected portfolio
5. To see more detailed information, click on any specific column in the graph - this will take you to the Resource Utilization Drilldown screen, where you can view:
   • Detailed information about resource forecast entries
   • Historical changes for that specific time period

Modifying Resource Attributes

This drill-down view will help you track who made changes and when they were made for specific resources
